How can I make my laptop fans run constantly to avoid thermal throttling?

I've been experiencing thermal throttling issues with my Surface Studio laptop, particularly when gaming. It's running Windows 11 and has slowed down significantly over the past few months. At first, restarting the laptop would help, but now the performance drops to 2 fps shortly after launching a game, even when it's not resource-intensive. I've monitored the temperatures in Task Manager and see that the GPU hits around 85°C before suddenly dropping to 65°C, while CPU usage spikes to 90-100%. Cleaning the fans didn't help either. Interestingly, when I power off the laptop, the fans ramp up immediately, but they don't do this when I turn it back on. I'm looking for a way to keep the fans running at full strength to prevent overheating. Any advice?
