How Can I Optimize My Older Gaming PC for Better Performance?

I have an older gaming setup with a 1080ti 11GB GPU, an i7-6700K CPU, and 64GB of RAM, plus a m.2 drive along with extra hard drives. I'm trying to run Oblivion Remaster, but I'm hitting a serious bottleneck with both the CPU and GPU, which are maxing out at 100% usage. I'm only getting between 25-40fps on medium graphics settings, and it's even worse in open-world scenarios. I know my processor is only a 4-core and technically below the minimum requirement for the game, which calls for a 6-core CPU, but upgrading isn't in the cards for me financially right now. It's crazy how much prices have shot up! I also noticed that the game is only utilizing about 20GB of my 64GB RAM—it's supposed to recommend 32GB. Can I do something to make it use more RAM? Is there a setting I missed that could help? I'm looking for any tricks to squeeze out a bit more performance without just lowering the graphics settings. I realize I might sound like I just want to force it to use more RAM for no reason, but it seems capped since the usage remains at 20GB during gameplay. What can I do?

The game will use more RAM as you increase the level of detail settings. If you're on medium settings, don't expect it to hit 20GB RAM usage because it just won't need that much. You can’t really force it to use more RAM than it requires. Your CPU is from 2016, so there are limitations. You could try overclocking your CPU for a bit more performance, but the jump would be around 10% if you can manage to overclock it to 4.5 GHz. However, if you're looking for a quick fix to play on better settings, consider trying out GeForce NOW. It’s a cloud gaming service, and if available in your region, it can handle Oblivion Remaster with much better hardware than what you currently have. It could be a budget-friendly option until you can afford upgrades.

I've turned up texture details to high, but that hits VRAM hard. Lowering shadows helps a bit performance-wise, but it looks pretty bad. I’ve got a high-end water cooler and a suitable motherboard, planning on overclocking tonight. I built this setup expecting to do it eventually, but it never failed me before. Might try GeForce NOW for now since upgrades are getting pricey!

What specific settings should I adjust for better RAM performance? I want to enhance the graphics without taking too much performance hit.
