How can I prevent my GPU from being underutilized during gaming?

I'm currently running an i5-11400f CPU along with an RX 9060 XT 16GB GPU. While playing Red Dead Redemption 2, I noticed that my GPU usage drops from a solid 99% to about 83% when in cities. Is there a way to maintain that higher GPU usage consistently? Would it be beneficial for performance if it stayed at 99%? Also, should I consider upgrading my CPU if it's bottlenecking the GPU? Thanks for any insights!

You'll need a stronger, newer CPU to resolve this issue. Unfortunately, this means upgrading the whole platform, including your motherboard and likely RAM too. With your current setup, there's no worthwhile CPU upgrade available, so moving to something like the AM5 platform would be a smart choice. A 9600X would give you a good boost, but if you're looking for the best, the 7800X3D is ideal. If you're near a Microcenter, check out their bundle deals—they're a great value!

Your GPU's lower usage is likely due to your CPU being overwhelmed. When the CPU can't keep up, it limits how much the GPU can work. You can try increasing the graphics settings to push your GPU harder, but the real fix is to upgrade your CPU. Just a heads up, swapping out the CPU alone won't work; you'd need a new motherboard and RAM as well.

Definitely seems like your CPU is the bottleneck. When that happens, the GPU can't work at full capacity. You can tweak your graphics settings to up the GPU's load per frame, which might stabilize performance. However, if you're still happy with your current framerates, it might be fine to leave it as is. Ultimately, for the best performance, consider a CPU upgrade with a more powerful model.
