I recently received an iPad that has an activation lock on it. The person who gave it to me hasn't used it in years and said that if I can get it working, it's mine to keep. Honestly, if you can't get the receipt, the iPad might just be a fancy paperweight. Activation locks are pretty tough to bypass without proof of ownership.
