I heard that I can't wipe an encrypted drive with BitLocker enabled. I want to perform a cryptographic erase on my Samsung 990 Pro SSD but I'm not sure how to proceed. Should I suspend the encryption first or is there a way to safely erase the drive while it's still encrypted?

You can definitely use the Samsung software to erase your drive. Just download the Samsung Magician tool and it will do the job for you.
Absolutely! You can either format the drive as is, or you can delete the partition, recreate it, and then format it. The encryption won't affect your ability to wipe the drive at all.

So if I use Samsung Magician, it'll perform a cryptographic erase?
