I'm trying to help my friend who has an iPhone from Indonesia with an iCloud account registered in Indonesia, but it looks like Apple Pay isn't supported there. The 'Wallet and Apple Pay' menu only shows 'Wallet,' and whenever we try to add a card, we get a message saying, 'To add cards, keys, tickets, and passes to Wallet, look for the Add to Wallet button in apps, emails, and websites.' Since we're currently abroad, is there any way to make this phone accept a foreign card and enable Apple Pay? What would be the easiest way to do that?

Your friend's bank app from the foreign card issuer should let you add the card to Apple Pay. Give it a shot and see if it works!
Honestly, it sounds like a no-go. If neither Indonesia nor its banks support Apple Pay, you're likely out of luck. Adding a card involves confirming with the bank, and they’ll probably just decline it.
Make sure to check your settings! Go to Settings > General > Language & Region, and set the region to one that supports Apple Pay. You can find a list of supported regions on Apple's support page.

That's a bummer! I was hoping there might be a workaround.
