I have a Toshiba TV and it seems like every button on my remote can turn it on. This becomes a real hassle, especially if I accidentally press a button while sleeping or if my cat steps on it. Is there a way to configure the remote so that only the power button will turn on the TV?

Have you checked if a power-saving feature is activated? Sometimes these settings let the TV respond to any remote button. You might want to search for power settings and see if there's an option to customize its responses.
One thing you could do is keep the remote out of your bedroom at night. It's not ideal, but it might save you from the surprise wake-up calls from the TV. Or, you could try storing it in a place where neither you nor your cat could accidentally hit it!
It sounds like you're dealing with a common remote issue! Unfortunately, you can't really stop other buttons from waking up your TV. A workaround could be to use a smart plug that cuts off power during the night—just program it to turn back on in the morning.
