I'm really frustrated because someone keeps changing my phone number on my Apple accounts, and I can't continue dealing with this hassle just to keep access to my photos—my photos! You should definitely have two-factor authentication (2FA) enabled on your Apple ID. It adds a layer of security, and if you haven't shared your Apple ID with anyone, that could help prevent unauthorized changes. Have you shared it with a family member or partner? That might be where the issue lies.
Make sure you don't have 2FA turned off. If someone logs into your account from a different browser, do you get a 2FA notification? That would really help you track any unauthorized access.
