I currently have a Ryzen 5 5600X and am bidding on an EVGA RTX 3070 Ti FTW3 Ultra. I know online bottleneck calculators can be misleading, so what is the best way to determine whether this CPU and GPU combination will cause a performance problem?

The practical method is to install the hardware, monitor CPU and GPU utilization with an overlay, and test several games. A bottleneck is not automatically a problem—every system has a component that limits performance in a given situation. If the games reach the frame rates you want without stuttering, the pairing is fine.
That combination should generally work well together, but there is no single yes-or-no bottleneck answer. It depends on the game, resolution, graphics settings, and target frame rate. At 1440p or higher, the GPU will usually be the limiting component; at very high frame rates or lower resolutions, the 5600X may limit performance in some games.
Check the system while actually playing the games you care about. If GPU usage stays around 95–100% and performance is good, you are mainly GPU-limited, which is normal. If GPU usage is well below that while the CPU is limiting frame rates, you may have a CPU bottleneck. Look at individual CPU-core usage and frame times rather than only total CPU usage, since one busy core can limit a game even when overall CPU usage is not near 100%.

Also compare GPU usage with your FPS target. Lowering resolution or graphics settings can expose a CPU limit, while increasing resolution usually shifts more of the workload to the GPU.
