What should I prioritize for upgrades to ensure compatibility with Windows 11 and improve performance? Any specific recommendations for parts?

You might also look at a Ryzen 5 5500 paired with a B550 motherboard. It would cost about the same as that i5 you currently have, and it’ll offer good compatibility with Windows 11.
Given the age of your setup, I’d suggest building a new system if possible. The only part you might reuse is the PSU if you opt for something like a 12600K or a low-power GPU, though I'd recommend aiming for something like a 6700XT.
I'd be cautious with that old PSU; capacitors lose efficiency over time, so consider a new one for peace of mind.
You're definitely going to need a new CPU as the i5-7600K might not cut it for Windows 11. Also, I'm not sure the RX 480 is supported anymore since driver support has dwindled.
