How do I fix my Poco C3 when it’s stuck due to full storage?

I have a Poco C3 running Android, and my storage is completely full—showing 1.85 MB available out of 32 GB. I'm unable to open any apps except for settings, clock, or weather, and every time I try to access something else, it just tells me to wait until the phone finishes rebooting. I also attempted to transfer files by connecting it to my laptop, but whenever I clicked on the notification for more options, it disappeared after two minutes without doing anything. I'm starting to think this might be a software issue since I've had it at full storage for about a month before trying to clean it up. Now, for the last few days, my phone has been practically unusable.

You should try clearing the cache in recovery mode, but definitely don't do a factory reset. If you can connect it to a PC, see if you can transfer files out from there first, or maybe clear up some storage directly from the app.

I attempted to uninstall an app, but I keep getting a message saying I have to wait for the phone to finish rebooting. I also looked into recovery mode, but the only option it gives me is to wipe all data.
