How is Licensing Changing for Citrix Netscaler ADC On-Prem?

I've been dealing with some changes from Citrix regarding their licensing for the Netscaler ADC on-premises. We currently have what should be permanent licenses, and we pay an annual maintenance fee. However, I found out that if I upgrade to any version past September 2025, my license will switch to a freemium model. At that point, I need to download a license blob from the instance and upload it to their licensing portal to get the activation key. The problem is, when I try to do this, I get a message saying there are no valid entitlements. I'm looking for anyone with expertise on this matter because I've been waiting for support to get back to me for five days now.

It sounds like you're caught in the middle of some major changes. Citrix is phasing out file-based licensing soon. You might have been switched to the Citrix Universal for Hybrid Multi-Cloud licenses during your last renewal. If that's the case, you'll need to create a tenant for managing those licenses and set up a Netscaler Cloud Console linked to that tenant. Make sure to also deploy a Netscaler Agent VM in your LAN to handle licensing and monitoring.
