I'm living in a pretty warm place where temperatures are often between 33°C and 38°C during the day, and drop to around 24°C at night. I'm wondering where I should apply thermal paste and also how I should store it after I'm done using it. Should I keep it in the fridge, freezer, or just on my desk?

You definitely need thermal paste for your CPU, no matter the climate! Just apply a dollop about the size of three rice grains directly onto your CPU. When you attach the cooler, it will spread the paste evenly. As for storage, just keep it in a cool, dry place, ideally not for years—or else it might dry out!
Honestly, you can store thermal paste pretty much anywhere that's not super hot or humid. I put mine in a plastic bag and squeeze the air out to help it last longer. Just avoid leaving it in extreme temperatures!
