I'm trying to help my girlfriend who has a government assistance phone, but it's really old and needs an upgrade. She mentioned that she was with Q Link, but I heard that company went under and she was switched to a different carrier. I found her phone's software version (Oukitel_wp5_noeea_v02_20201020), but I'm not sure what carrier 'noeea' refers to. We're located in Wisconsin, which might help. Does anyone know how to find out what carrier she has or how to upgrade her phone?
