I'm attempting to reinstall Office 2019 Professional Plus after a fresh installation of Windows. I have my product key and I've used the Office Deployment Tool (ODT) to create a config.xml file. Both setup.exe and the config.xml file are located in the same directory, yet I keep encountering an error (0-2048) stating that it 'can't find the configuration file,' even though I can see the file there. I've run the command prompt as an administrator, ensured that the paths are correct, and checked that the file name is not mistakenly saved as config.xml.txt. I'm wondering if there's a specific way the XML file needs to be saved or encoded that could be causing this issue. Why is ODT not recognizing the file despite it being in the same folder?

Just a heads-up, but Office 2019 is considered end-of-life now, just like 2016 and prior versions. It might be worth looking into switching to a newer and supported version like Office 2021, 2024, or 365 for better security and support.
It could be that there's some weird syntax in your XML file. I suggest using the ODT builder tool online to generate a new config.xml to see if that works better. Also, run the command with setup.exe /download filename.xml just to check if your current file is okay.
Make sure you're using the command setup.exe /configure config.xml correctly. If you haven't already, creating a fresh config.xml using the online tool might resolve the issue.
Have you tried manually pointing it to the .xml file? Also, double-check to ensure there's no invalid XML syntax or errors in your config file, as that could be why it's failing.
