I have a PC build with a Ryzen 5800X, an RTX 4060, and 32GB of 3600MHz RAM, cooled by a 240mm AIO cooler. I've noticed that my CPU temperature sometimes hits 70°C while idling, and the clock speed spikes to maximum. I experienced this issue before with my old Ryzen 3700X, and I remember there was a way to manage these clock speeds and temperatures, but I can't recall how. Can anyone help me with this?

It sounds like you might have a setting like 'Game Boost' turned on in your BIOS, which can cause fixed boosts. Try disabling that; it could help stabilize temperatures and performance.
Have you checked your Windows power options? They can affect how your CPU performs and manages its power, which could be part of the problem.
Check your package power reading while your system is idling. That metric can help you understand your temperature situation better. Also, make sure your pump is functioning, and that there's even pressure from the cooler block. Don’t forget to remove any plastic film from the block if it’s still there, and ensure thermal paste is applied correctly.

The pump is working, and I’ve changed thermal paste recently. I mainly play CS:GO, and I don’t think it’s super demanding, but I'm worried about temp spikes, especially when unpacking games. My CPU temp stays around the 30s normally, but can hit up to 85°C occasionally.
