How to manage CPU temperatures and clock speeds on my build?

I have a PC build with a Ryzen 5800X, an RTX 4060, and 32GB of 3600MHz RAM, cooled by a 240mm AIO cooler. I've noticed that my CPU temperature sometimes hits 70°C while idling, and the clock speed spikes to maximum. I experienced this issue before with my old Ryzen 3700X, and I remember there was a way to manage these clock speeds and temperatures, but I can't recall how. Can anyone help me with this?

Check your package power reading while your system is idling. That metric can help you understand your temperature situation better.
