My wife's old Samsung S22 is completely broken, and she just got a new S26. While everything transferred over except for the pictures, I'm not sure how to retrieve the photos without the old phone being functional. Any suggestions?

Were her photos stored on a microSD card?
If there was any backup set up, just log into her Samsung or Google account, and you should find them there. If not, unfortunately, they might be lost for good.
