I recently upgraded from an iPhone 11 to an iPhone 14, and it turns out that one of our users forgot that she had pictures stored on her old iPhone 11. The problem is that she forgot her passcode and can't access the device. I attempted to unlock it via the network, but since it's been offline for so long, it didn't get the unlock code. Also, since this was her work phone, she didn't log into her Apple ID. Is there any ethical way to recover these pictures, or are they permanently lost? Any guidance would be greatly appreciated!

That’s a tough spot. Since it’s a work phone, it might have already been wiped when it was turned in. You might just have to break the news that those pictures are likely gone.
If your device is enrolled in MDM, you can reset the PIN that way. But if it has been offline for too long, you might be out of luck unless it can reconnect to the network. If it's in MDM, try to get it back online and push the unlock code again!
Actually, it is enrolled in MDM, but since it’s been offline so long, it can’t receive the unlock pin.
