I've recently reformatted and reinstalled Windows 10, and since then, my PC has been randomly rebooting a few minutes after startup, regardless of whether it's under load or not. However, it seems to run fine in Safe Mode. I've done a few checks: I've memtested my RAM and it passed, reseated both the RAM and CPU, reapplied thermal paste, and checked my drives with CrystalDisk and they came back healthy. Before the reformat, everything was working perfectly. Any ideas on what's going on?

It sounds like your Windows 10 installation might be corrupted. I suggest giving it another reinstall a shot! Just make sure you use a new boot USB if you can.
Have you messed with the BIOS settings at all? A CMOS reset might help clear up any settings that could be causing issues.
Yeah, I actually replaced the battery in the BIOS.
Diagnosing intermittent PSU failures can be tricky. It might appear like a RAM, CPU, or GPU issue, or even a motherboard or disk failure. Have you stress-tested the PSU? If it hasn't failed during those tests, try running the Intel linpack test for a solid CPU and RAM stress test. Also, if you suspect Windows might be a part of the problem, consider trying the latest Windows 11 installer from a USB stick to see if you encounter the same errors.
Windows 10 can be pretty finicky sometimes. You might want to try booting from a Linux disk to see if that makes a difference.

That's strange though—I used the same boot USB on another PC and it worked just fine.
