I'm using an AMD 5 3600 CPU and a GTX 1070 GPU. When I'm just browsing the web or have a Word document open, my CPU temperature is at 65°C, while my GPU is at 51°C. The GPU temp seems fine, but I'm concerned about the CPU being that high at idle. I have a 120mm liquid cooler, but it might be getting old. Can anyone recommend a quiet and effective CPU cooler?

You might want to consider undervolting your CPU. I did it and dropped my temps significantly—from 90°C while gaming down to 65°C, and around 40°C when idle! It's made a big difference for me.
For your CPU, 65°C at idle is definitely on the high side, especially for a 3600. If you're thinking about a new cooler, the Peerless Assassin is really good if you're okay with switching from an AIO to a tower cooler. I also have an older Thermalright Frost Spirit that works well too—essentially less heat pipes but still cools well for high-performance CPUs.

You could also try undervolting and reapplying thermal paste. That could help improve your temps without needing to replace the cooler right away.
