Is 70-80% GPU Utilization Normal for Gaming?

I've recently started playing Ghost of Tsushima, which is quite demanding, and even though I've capped my frames at 70 FPS using the Nvidia Control Panel, my GPU utilization hovers around 70-80% most of the time. I've had my HP prebuilt gaming PC for about three years now, and it has a single fan RTX 3060. I'm just wondering if this level of GPU utilization is okay, or if it's too much, especially since it gets pretty loud during gameplay. Should I be concerned about my GPU's health?
