I'm upgrading my setup with a Ryzen 5 9600X and a 9070 XT, plus 32GB of DDR5 RAM. I currently have an older Be-Quiet E11 650W power supply. Will this suffice for my new components, or do I need to invest in a new one?

Most PSUs under 750W might not have the right connectors. The 9070 XT generally needs two 8-pin connectors (some require three), so make sure your 650W has enough outputs. If it does, you should be fine, but you could risk higher temperatures and performance issues without proper connections.
While it’s hard to say for sure, I believe the 650W PSU could work for your build. Your CPU and GPU’s power needs are typically within that range. However, the 9070 XT does have some significant power spikes which could push the limits occasionally. Most decent power supplies can handle short bursts over their rated capacity, so you might be okay. Just keep an eye on it—if you start experiencing crashes, that would be a sign to upgrade your PSU.
The 9070 XT typically requires around 370 watts, so underclocking could reduce its draw even more. You should definitely monitor the power intake for the Ryzen 5 9600X as well, just to be on the safe side.
Have you checked how old your PSU is? If it’s been running for a while, it might be worth considering a replacement just to be safe.
