I just picked up a Sapphire Pulse RX 9060 XT 16GB about a week and a half ago, and I noticed a small white/silver spot on the edge of one of the heatsink fins. It seems like the black coating might be scratched or something. I tried to clean it gently, but it won't budge. The GPU is functioning perfectly, with no crashes and normal temperatures, but since it's new, I'm curious: could this be just a cosmetic issue or does it signal possible long-term damage? Should I consider returning or replacing it over this? I've attached a picture of the spot for reference.

It definitely sounds like a manufacturing error, not something to be too worried about. As long as the performance isn’t affected, I’d just let it be unless it starts leading to other issues. It’s not uncommon for these kinds of minor defects to happen during production.
No need to stress! It’s probably just a cosmetic flaw, nothing serious. If the actual PCB was damaged, that would be a different story. I once had an RX 480 that arrived with some serious damage from shipping, but as long as it’s just the aesthetic stuff, it should be fine.
I would personally just ignore it, but if it really bothers you, you could reach out for an RMA. Just weigh how much the aesthetics matter to you against the hassle of sending it back.
