Is an i9 11900 PC Build Worth It in 2025?

Hey everyone! I came across a PC build for sale that includes an Intel i9 11900 processor, an ASROCK H570 Phantom Gaming 4 motherboard, a Seasonic Prime Fanless PX 80 PLUS Platinum modular power supply (450W), and 16GB of Patriot Viper Steel DDR4 RAM (4400MHz, 2 x 8GB). They're asking for about 250 to 280 euros. Do you think this build is a good deal, especially considering it's 2025?

This build seems decent for the price, but there are some odd choices. The power supply is solid but only 450W, which might not be sufficient if you plan to upgrade your GPU later on.
