I recently purchased a secondhand RTX 3070 Ti, thinking it would pair well with my i5 12400. However, I'm experiencing significant performance issues; the CPU is consistently maxing out at around 90% while the GPU is only at 65-80% usage. In some games, like Fortnite, the GPU usage drops to about 20%, leading to inconsistent frame rates and worse performance than my previous RTX 2060. I've tried various troubleshooting steps to get the GPU working properly but haven't had any luck. For now, I've switched back to the 2060, which seems more stable. I'm considering selling the 3070 Ti since I can recoup my costs. I'm thinking about getting a 3060 12GB instead, as I've heard they might balance better with my CPU. I play games at 165 Hz and 1080p, and I'm also interested in productivity tasks like video editing and 3D modeling. I'm not able to upgrade my CPU or get a new monitor right now, but would love advice on avoiding bottlenecks with my setup.

I doubt it’s a power issue since your PSU seems solid. The GPU ran fine in the seller's PC, so it's possible that there’s a compatibility issue or something wrong with settings in your system.
That’s strange! The 3070 Ti should definitely outperform the 2060 with the same CPU. It might be worth double-checking if you’ve installed the latest drivers properly, as sometimes an issue arises if old drivers were left behind. A friend of mine dealt with a similar issue, and a clean installation of the drivers fixed it for him.
Have you tested the 3070 Ti in another PC? It could be a faulty GPU, or maybe your PSU isn’t supplying enough power. You mentioned having an 850W 80+ Gold MSI MAG PSU, which should be fine, but it might be worth double-checking.
