I managed to snag some 6400MHz RAM (32-39-39-102 timings) for a decent price, but I'm using a Ryzen 9600X. I'm a bit wary of potential stability issues at the higher speed, so I switched to Expo and manually set it down to 6000MHz with the FCLK at 2000. Will this cause any significant issues, or is the performance pretty much the same?

You could check if the 6400 runs fine first with 1.3V SoC. If it doesn't and you want to play it safe, 6000CL32 is still an excellent choice for DDR5. You might even want to try CL30 at 6000. They could be similar to those 6000 kits.
Just stick with the 6000MHz setting and enjoy it! Honestly, there's not much difference in performance between 6000 and 6400, especially on Ryzen CPUs.
Running at a lower clock will give you slightly less optimal timings since they are based on clock cycles instead of nanoseconds. It might not be a big deal, but you can adjust timing settings for better performance if you're keen on it! Here’s a quick formula: for example, 32 * 6000 / 6400 rounds down to 30, and similar adjustments for the others.
Setting it to 6000MHz instead of 6400MHz shouldn't cause you any issues. The difference is negligible, you'll barely notice it!
I have a 9800X3D and did something similar. Been running my RAM at 6000MHz for months now, and I have the same kit you do. If you want to tweak, you can fiddle with the timings, but it’s not really necessary.
