I'm currently setting up 10 iPads for our fire department and have them registered with Apple Business Manager, using Apple Business Essentials for user-based management. I have two questions:
1. Should I manage these devices by user or by device? What are the advantages if I switch to device management?
2. I'm using Apple Business Essentials at the moment, but I've come across other options like Jamf that might offer better configuration capabilities. Would switching to Jamf improve the management of these tablets? Any insights would be greatly appreciated!

From my experience managing iPads for multiple fire departments, managing them by device is the way to go since they're usually shared among users. This setup avoids complications and makes everything simpler. We use Intune for device management, and it works fine for us. Just a heads up, though—I’d love to hear your thoughts on JAMF too since I've heard it's pretty good!
