I recently moved into a house where the landlord mentioned that the electricity sometimes goes out, and I might need to turn it back on manually. I have a powerful PC setup, and I usually leave it in hibernate mode for convenience. I'm planning to get a UPS, but I'm wondering if I should just turn off my PC instead, especially if there's a power outage while I'm asleep or away, which would leave the UPS without backup.

A UPS is mainly for saving your work during outages - it's not strictly necessary for protecting your components. If you just want to ensure your PC is safe when the power goes out, a surge protector should be sufficient.
If you never turn off your PC and expect frequent power outages, a UPS might be the way to go. It gives you some time to shut down properly, but if you're mainly worried about hardware damage, a surge protector should generally handle that risk.
Hibernate actually cuts power to the system similar to turning it off, so in terms of power usage, there's not much difference. Just make sure you understand the difference between hibernate and sleep, as sleep keeps your system in a low-power state.
