Is It Normal for a 24-Pin Motherboard Power Cable to Be Missing a Wire?

I've just bought a brand new BeQuiet Pure Power 13M 750W power supply, and I've noticed something odd. One end of the power cable that connects to the motherboard is missing one wire, so it only has 23 out of 24. Is this normal?

Yeah, it's totally normal! The negative 5V wire was removed from ATX specs, so you might see that missing on newer cables.
