I see two user profiles on my screen when I start up my computer: one with my personal icon that I want to keep, and another with a blank gray profile icon that has the same username as mine. I'm wondering if it's safe to delete this second profile, and how can I identify which profile it is in the Settings under Accounts > Other profiles? I have three profiles in total - mine, and two others labeled as "administrator" and "default."

You can go into the system properties and find the option to manage user profiles. Select the one you want to delete and just remove it. Once you're done, restart your computer, and that profile will be gone for good.
The 'default' profile is typically created by the system, so it’s usually okay to delete other users—just make sure it’s not the one currently in use. Before deleting, double check in the Accounts section to see which one is linked to your email or Microsoft account.
Yes, as long as your account has admin privileges, you can safely remove the extra profiles. Personally, I'd recommend keeping one just in case you need backup access in the future.
