If you think the CPU is the issue, definitely check your GPU usage. Ideally, it should stay above 95%. Also, keep in mind that the 9800X3D is expected to outperform the 7800X3D, and one might be released soon, which could give you a better option for a similar price or even lower the price of the 7800X3D!
