I'm debating whether upgrading from an AM4 platform to LGA1700 makes sense if RAM prices remain high. I'd be able to reuse my DDR4 RAM instead of paying a premium to upgrade to AM5. What do you think?

I wouldn't rush to spend money on upgrading to what's already considered an outdated platform. Your choice heavily depends on what you actually use your PC for. For example, if you aim for gaming, AMD might serve you better, but if you're chasing higher multi-core performance for productivity, Intel has its perks too.

Raptor Lake actually performs better than any AM4 chip for gaming, even beating the 5800X3D. Just a heads-up, I'm not promoting it as a must-buy right now since it has some issues. Most people might want to steer clear for the time being.
