My main concern is whether I'll actually see a significant performance boost by making these changes, especially since I mostly game at 4K resolution—where the GPU tends to do more of the heavy lifting. Should I upgrade everything for better balance now or is it enough to just focus on a CPU and RAM upgrade?

If you really have the budget, then why not? Just keep in mind that prices are quite high. If you decide to go for the upgrade, consider selling your current rig to offset some of the costs.
