I'm currently using a 32GB T-Force RAM with a CL latency of 38 and a speed of 6400MHz. I'm considering upgrading to a model with a CL of 30. Will this change actually boost my FPS in games, or is it not worth the investment?

In general, you might see a slight performance increase, but it's usually minor, especially if your GPU is strong. If you're just starting out, it might be a worthwhile upgrade, but as an existing setup, it's probably not worth the hassle for such little gain.
I wouldn't bother with that upgrade! It seems like a waste of money unless you have a specific need for it. Just upgrading for the sake of it won't give you much benefit.
Honestly, the difference in performance is likely to be negligible. Have you checked what CPU you're running? That can make a bigger impact than RAM latency in most cases.
