Is my 2700X and 2070 Super underperforming in League of Legends?

I recently picked up a used 2700X CPU and 2070 Super GPU from a friend. He claimed that he used to get over 400 FPS in Valorant on lower settings, but when I play League of Legends, my FPS only sits around 110-120. A couple of things to note: my CPU tends to run a bit hot since I'm using an air cooler, but it never exceeds 77°C. Also, I've tried adjusting the graphics settings from low to high, and my FPS remains about the same. Is my hardware not performing well enough for League, or is there something else going on?
