Here are the specs he's offering: TUF Z370-PLUS GAMING motherboard, NVIDIA GeForce GTX 1050 Ti GPU, Intel Core i5-8400 CPU, Samsung SSD 850 EVO 250GB, 24GB RAM, and a DELL P2417H monitor. It's been used for around 7 years, and he's asking for 300 euros. Is this a good deal?

If you’re looking to play modern games, you’ll need to spend a bit more or find a better deal. For 300 euros, this is just too old to be useful for anything demanding.
Given the age of these parts, I think you should definitely look for something else within your 400 euro budget. You can find better specs for that price now.
