I'm working on a build using a Lian Li A3 case with a 9800X3D CPU and a 5070Ti GPU. I'm particularly concerned about thermal throttling. I plan to use a 360mm radiator to cool the CPU. Will this setup keep the thermals in check?

Your size should work out fine as long as you manage airflow well. Make sure to cycle the air out of the case effectively, and you shouldn't have any issues. An air cooler should be sufficient—I've been able to cool a 7900X just fine in a similar mATX case with an air cooler.
Just a quick note on the 5070Ti—what model are you using? Honestly, I wouldn’t stress too much about using an AIO for this setup; a good air cooler should do fine since the 9800X3D isn't super demanding.

I have built in the Lian Li A3 too, with a 9900X and a 7900XT, and I didn’t face any thermal issues. Just follow the recommended airflow setup for the case. I added three fans: two on top and one on the back, plus a Thermalright Assassin X120 cooler, and it worked like a charm.
So, I guess I don't need to add fans at the bottom then?
