Is my monitor broken or is it a graphics card issue?

Yesterday, while I was using my computer, my monitor suddenly displayed horizontal lines like an old CRT TV. As time went on, it got worse, with the screen flickering and the lines intensifying. I've tried adjusting the monitor's refresh rates, and it seems that lower refresh rates make the problem worse. Unplugging and replugging it hasn't helped either. The issue seemed to disappear for a while, but it's back and appears to be permanent now. I'm unsure whether this is a monitor problem, a graphics card issue, or something else entirely. I really can't afford to replace anything at this time, so I'm hoping for a solution! I might upload a video in the comments, as I'm having trouble attaching it here.

First things first, try power cycling your monitor. You mentioned that you've unplugged it, but also make sure to reseat the monitor cable at both ends. If the problem persists, consider replacing the cable altogether. I have some mixed news here. It looks like the monitor might actually be the issue, which is frustrating. On top of that, my other monitor has also stopped working out of nowhere! I've tried all the display ports on my GPU, but nothing seems to work for it either. I'm thinking of giving it a rest and hoping it magically fixes itself overnight.

What's your CPU model and specs? It might help to know more about your setup, especially if you're working with older hardware that might be struggling.

I have a Ryzen 7 3700x paired with a 1660 Super GPU and 64GB of DDR4 RAM, all bought in 2022.
