Is My New 9800X3D CPU Dead?

I recently upgraded my PC and installed a 9800X3D CPU along with an AsRock Riptide WiFi X870 motherboard, 64GB of Kingston Fury 6000 RAM, and a new PCIe5 M2 SSD. The setup process was pretty straightforward since I've done it several times before. I had some minor issues with Windows but nothing major. I used the system without any problems all weekend except for one HDD that I discovered had bad sectors.

However, last night I got a strange prompt asking what to do with that internal HDD. Shortly after that, the entire system froze—my screens stayed on, displaying what was last on them, but no response to keyboard or mouse inputs. I couldn't even force shutdown with the Power button.

I ended up switching off the PSU, waited, and tried to power it on again, but now it doesn't boot at all. The red CPU debug light is on and I've tried unplugging all internal power connectors, removing the GPU, taking out the CMOS battery, and clearing the CMOS, but nothing has worked. I don't have spare hardware to test with, so my next step is to reseat the CPU.

Is there anything else I can try at this point, and what could have caused this issue? Thanks for any help!
