Is My PC Build Overkill for Responsiveness?

I'm ready to upgrade my computer and need a second opinion on my build before I spend the cash. My main goal is to completely eliminate lag, as my current setup stutters even while typing in Chrome. This won't be a gaming rig but more geared towards productivity. Here's my planned use case: I'm often on Chrome with 30-80 tabs open, using web-based tools like ChatGPT, handling document-heavy workflows (mostly text PDFs for redaction and AI analysis), and doing a bit of local AI experimentation (not heavy workloads). I have a budget of around $1.2k to $1.5k.

Here's what I'm planning for my build:
* CPU: Ryzen 5 7600X @ 4.7 GHz
* Motherboard: ASRock B650 Pro RS WiFi
* RAM: 64GB (2x32) DDR5-6000 CL36 EXPO (G.Skill Flare X5)
* Storage: 2TB NVMe Gen4 (likely WD SN850X)
* PSU: 850W Gold (Corsair RM850e/RM850x tier)
* GPU: Undecided — maybe a used RTX 3090 or something cheaper.

I'm worried about overspending on the GPU and RAM where it might not actually enhance responsiveness.

Here are my questions:
1. Is 64GB of RAM really necessary for my use case, or am I going overboard?
2. Would an RTX 3090 be pointless for what I want to do?
3. Are there any better value options considering current prices?

I'm really focused on achieving smooth performance instead of just looking at benchmarks.

I don’t think you need 64GB for your primary tasks. 32GB should be plenty for Chrome and document workflows, even with multiple tabs open. Unless you're doing heavy AI training or something very demanding, you might find 64GB is overkill.
