It sounds like your motherboard might be the main issue here. The B550M could be throttling your CPU due to lack of adequate VRM cooling. You might want to try enabling Precision Boost Overdrive (PBO), set it to manual mode, lower PPT to 85 watts, and adjust the boost clock by -150 MHz. Don’t forget to check that your RAM is in slots 2 and 4 and enable DOCP for better performance.
I think your RAM might be the problem, but keep in mind I’m still new to the PC scene. However, 3600 MHz is generally good speed for Zen 3, so you might be fine. Make sure your RAM is not set to single-channel mode, as that can significantly hamper performance.
