Hey folks! I just got myself an R7 9700X along with a Corsair Nautilus 360 RS liquid cooler. However, I've noticed that my CPU clock speed seems stuck at 5.55 GHz, even when the system is just idling. This results in my temperatures hovering around 65°C. The only solution I've found so far is switching from the "Balanced" power plan to the "Energy Saver" plan in Windows 10. Is this typical behavior for this setup, or am I missing something important?

When monitoring with HwInfo, are you checking the "effective clock"? It could show you more accurate data on what your CPU is really doing.
My Corsair Titan 360 keeps my 9600x at around 33°C while idling. When I run Cinebench, the max temp is about 60°C, and gaming pushes it to about 45°C. It sounds like you might have a setting in your BIOS that's affecting your boost speeds. Ryzen CPUs tend to boost high as long as there's thermal headroom, but 65°C at idle seems a bit high, even with liquid cooling.
Yeah, I agree! I get around 65°C when idling and up to 85°C under stress tests. I know Ryzen chips can get hot, but that seems excessive for a liquid cooler.
Have you checked your power settings? Go to Power Options, edit your plan, and check your Advanced Settings. Make sure your minimum processor state is set to 0%. That might help with your idle temperatures.
I did check, and it's already set to 0%.
