I'm running 16 GB of DDR4 RAM, but I've noticed something strange. Even when my computer is idle, Task Manager shows around 80% of the RAM is in use, while all the tasks running only add up to about 3 GB. That difference seems way too high, and I'm also getting a lot of spikes in hard faults per second—sometimes even hitting 100%! Could there be something wrong with my RAM?

You might want to run Memtest86 to see if anything's wrong with your RAM.
Just a heads up, the high memory usage might not be a hardware issue. It's usually a software thing. If you can, share a screenshot from RAMMap; it can help us figure out what's causing this.
Looks like you could be dealing with driver locked memory. Software like virtualization programs can eat up a lot of RAM resources. You should check if you're running anything like Hyper-V or VMWare.
I tried that, but Memtest just froze completely at 21%. What does that mean?
