Is the 4070 Super 16GB a Good Choice for 4K Gaming in 2025?

I'm looking into building a PC for 4K gaming, PCVR, and heavily modded Skyrim, and I'm wondering if the 4070 Super with 16GB of VRAM will still hold up in 2025. If it is a good choice, what CPU would pair well with it? Also, is 32GB of RAM sufficient? I'm considering a 2TB NVME drive for storage. I have a budget of $1,200 and I'm open to buying used parts from sites like Jawa. Additionally, I'd appreciate suggestions for other components like the case, fans, power supply, motherboard, and a suitable monitor.
