I'm considering getting a 4070 Ti Super to pair with my Ryzen 7 9800X3D. Would this combination work well, or should I look for something better? I'd love to hear your thoughts!

It really depends on whether you're buying the 4070 Ti Super new or used. If you're going new, just make sure it fits your budget!
Honestly, I'd recommend looking for something better. I'm running a 5700X3D with a 5070 Ti, and it's almost maxed out at 1440p with just a bit of bottlenecking.
Make sure you consider your budget! If you can keep it under $5,000, you’re in a good spot. Just be cautious about the new price on the 4070 Ti; it might not always be a great deal.
I just upgraded to a 5070 Ti with the 9800X3D, and it's perfect. I can run almost everything smoothly!
And about your cooler, a good dual tower air cooler will work just fine for the 9800X3D.
I'm going for a new one.
