I'm curious if the 5070 graphics card can handle pathtracing in Cyberpunk 2077 at max settings. I'm aiming for around 60fps at 1080p with DLSS off or on quality mode. Cyberpunk is the only game where I really notice the difference with ray tracing, and from the videos I've seen, pathtracing looks amazing. Can I achieve this performance without frame generation?

It's definitely worth looking at reviews for the 5070 and any other GPUs you're considering. Good sources will give you a solid idea of how they perform in different games, especially for ray tracing scenarios.
Honestly, the 5070 might struggle to hit decent FPS with pathtracing enabled. Even high-end GPUs have a tough time without also using at least 2x frame generation. You might want to temper your expectations for performance at 1080p with those settings.
