I'm amazed that without RTX capabilities, the GTX 1080 is still comparable to the new 4050. My uncle managed to overclock his i5-3570K to 5.4 GHz with just air cooling using some skills I can't explain. I tried to experiment with it too but ended up deleting the overclock profile. If I hadn't messed that up, and if Windows 10 wasn't nearing the end of its support, I could have held out longer. Do you think it's worth attempting to fix the overclocking issue?

Did you notice much of a change when you went back to stock speeds? If so, you might want to try overclocking again. Just keep in mind that your HDD could be causing a bottleneck, especially if it's a large 3TB drive. SSD prices can be steep, but they make a huge difference!
I'm building a rig this week with a current-gen Ryzen and a 1070, and honestly, all the games I play are more CPU limited. I'm thinking of upgrading my GPU next year, maybe when prices stabilize a bit.
