The Ryzen 7 9800X3D doesn't run particularly hot, so the Phantom Spirit 120 Evo should be sufficient for cooling it. Even under full load, it shouldn't struggle too much; just tweak some settings with the curve optimizer if you need to lower the temps. No reason to stress about overheating!
