I'm considering buying the R7 9700x which is currently priced at $289.99 on eBay. The seller has a solid reputation with 4.6k sales and a 99.8% positive feedback rating. Is buying from eBay safe in this case, or should I just spend $15 more and get it from Amazon?

You might consider the R7 7700 instead, which is about $200 and pretty comparable in performance, if you're looking to save some cash.
It seems relatively safe, but saving $15 might not be worth the hassle if something goes wrong. If you pick it up at a distribution center, maybe record the unboxing as a precaution? Just in case anything shady happens.
Honestly, you might want to check out Newegg instead. I got a similar deal last week for $300, and it came with 32 GB of DDR5 RAM, which was a great bonus!

I’m actually out of the U.S., so I’ll have it sent to a cargo company that delivers to my country. I also have to deal with customs duty for anything over $300, so that $15 matters quite a bit. If there’s too much risk, I might just factor in that extra cost.
