I'm looking for a GPU that can handle games like The Last of Us Part II, the newer Horizon titles, and The Witcher 3 on max settings at 1440p. Is the RTX 3090 worth considering for this purpose, or should I look for something else?

A new 5070 Ti definitely offers more bang for your buck than a 3090, no question about it.
The 3090 is about 5-10% less powerful than the new 5070 graphics cards. While it still performs decently, for the same price, you could get a brand new 5070 Ti, which is the smarter choice given the current VRAM situation. You really won't find a 3090 for under $900 these days anyway.
